Mayor Roy Francis was originally elected to the La Habra Heights City Council in March 2011, and was re-elected in March 2015. He served as Mayor from 2013 to 2014.
A 39-year resident of La Habra Heights, Mayor Francis holds a Bachelor's degree from California State University Long Beach in Vocational Education/Emergency Management. A Vietnam veteran, he retired from the Pasadena Fire Department as a Fire Captain after 24 years. He also served as both a Fire Chief and Assistant Chief during his 20 years of community service with the La Habra Heights Volunteer Fire Department. He has been a volunteer with the Fire Watch/Neighborhood Watch organization.
Mayor Francis has been supportive of the provisions of the City's General Plan, as well as the various code and ordinances that have been adopted locally. He has been committed to improving public safety programs, and encourages volunteerism in the community. He believes that the City's key responsibilities are to protect the community's rural environment, and provide important public services in a cost effective manner without compromising quality.
