Weed Abatement Program Summary

Mission:

The mission of the City of La Habra Heights Weed Abatement program is to keep the City of La Habra Heights fire safe. The State of California has classified La Habra Heights as a Very High Fire Hazard Severity Zone (VHFHSZ) making fire prevention through weed abatement is critical for the health and safety of the community.  The weed abatement program keeps the City fire safe by making sure that every parcel, both improved and vacant, in the City of La Habra Heights is cleared of flammable material and allows for emergency vehicle roadside clearance year-round.  Weed Abatement is the responsibility of the homeowners.  This page consists of information and resources for residents and homeowners to help keep your property fire safe and in compliance with the City’s Municipal code.


General Information

In order for a property in the City of La Habra Heights to be compliant the following requirements must be achieved:

1) General Provisions:

      Property owners are responsible for Weed Abatement and shall maintain their property free of combustible material year round. Combustible materials include but not limited to: dead or dry weeds, grass, brush, trees or tree limbs, palm fronds, trash or other vegetation or material that are deemed combustible.

2) PROVISIONS RELATED TO ROADWAYS FOR EMERGENCY ACCESS

A.  Property owners may cultivate grass, ivy, succulents and other ground cover up to the edge of roadway as long as said vegetation is not combustible and does not impede line of sight or emergency vehicle access. Any ground cover that becomes dry or is dead must be removed immediately.

B.   Vegetation impeding line of sight or emergency vehicles must be trimmed back at least three (3) feet from roadway edge. Ground cover must be low enough so as not to block the view of oncoming traffic and/or traffic going around corners. 

C.  The owner of tree branches and/or other vegetation that crosses into a roadway must maintain said vegetation in a manner that provides a clearance of at least thirteen (13) feet six (6) inches above ground from one side of the roadway to the other.

Property owners shall place building address numbers on the front of all buildings or a location so as to be visible and legible from the street fronting the property. The numbers shall be a minimum of four (4) inches in height and shall contrast with their background as authorized per Article 4 of the La Habra Heights Municipal Code.


Inspection Process

Primary responsibility for weed abatement clearance falls on the property owner through self-inspection.

 

Parcels will be inspected multiple times throughout the year.  Every year, all parcels in the City receive an annual inspection for compliance with the City’s Municipal Code. These annual inspections are conducted by the fire department beginning May 1st.  

 

After a property owner has been given notice to clear his/her property and it is determined to be in continued non-compliance, the parcel will be subject to abatement at the cost of the owner, and the owner will be subject to citation.  Property owners will then have a chance to appeal their citation and submit a Request for Preliminary Review Hearing as to why the decision should be reversed.

 

In addition to annual inspection, the Fire Marshal and/or Fire Chief routinely inspect parcels throughout the City for the requirements listed above throughout the year. Any parcels with hazards noted during these inspections will also be subject to abatement and citation. 

 

Thirdly, weed abatement staff also receives complaints requests from members of the community and from City employees during the course of the year.  A fire inspector will verify that a hazard exists, fill out an inspection form and the City will give notice to the property owner.

A. Trees, shrubs, bushes or other vegetation adjacent to or overhanging any structure shall be maintained free of dead limbs and other combustible material.

B. Roof surfaces shall be maintained free of accumulations of leaves, needles, and other combustible material.

C. Trees shall be maintained so that no portion is closer than ten (10) feet from any chimney.

D. All cut brush, weeds, and debris shall be removed and legally disposed of.

Report a Hazardous Property

To report a property that may be hazardous please fill out a service request form at City Hall or online at the City’s website, www.lhhcity.org (this form can be found in Document Central under Weed Abatement). This form be dropped off at City Hall, mailed to City Hall or emailed to us at This e-mail address is being protected from spam bots, you need JavaScript enabled to view it . 

Hazards can also be reported by calling the Weed Abatement Request Line at (562) 694-6302x328. Please provide as much information as possible regarding the concern, including street address, description of hazards, and contact information. If we are unable to answer the phone, please provide us with a valid phone number or e-mail address and the best time to return your call.

Complaints must be submitted on a City Service Request form. Vague descriptions or broad regions of the alleged fire hazards make it difficult for Weed Abatement staff to respond to complaints in an accurate manner and/or verify the validity of the complaint. Staff requires that complainants find the address or APN number of the parcel when filing the complaint. You can view all properties of the City on the Los Angeles County Assessors Map here. If you cannot find the parcel or do not have access to a computer, you can schedule an appointment with staff to determine which parcel might be in violation.

Quarterly Clean-Up Days

Republic Waste Services is sponsoring quarterly cleanups at “The Park”. Green waste must be bagged or bundled and no longer than 4 feet in length.  Residents are encouraged to bring their green waste on the following days for collection.
