La Habra Heights City Council selects Jane Williams as Mayor, Roy Francis as Mayor Pro Tempore

The La Habra Heights City Council selected Jane L. Williams to serve as Mayor and Roy Francis as Mayor Pro Tempore for the coming year during its annual reorganization on January 12, 2017.  

Mayor Williams has served on the City Council of the City of La Habra Heights since her appointment in 2012. She was elected to her first full term in March 2015.

A professional writer, Mayor Williams was the original owner/editor of the La Habra Journal 90631. In that position, she observed and reported on the La Habra Heights City Council meetings for 17 years. 

Mayor Williams has served on the City Council's Audit Committee for a number of years, and encouraged the Council to hold open budget study sessions for the community. She is committed to maintaining the City's financial health, and is focused on finding a means to fund needed repairs to roads in the community. She believes that a strong and effective City government is important to maintaining the quality of La Habra Heights' distinctive rural environment. 

Mayor Williams received a Bachelor of Arts degree in history from Vassar College, and served as a historian at the Herbert Hoover Presidential Library and as a photo archivist at the University of Illinois. She has been active in local youth sports programs, and served as the La Habra High School Varsity Girls Soccer Coach and the AYSO Region 94 Head Coach. 

Mayor Pro Tempore Francis was originally elected to the La Habra Heights City Council in March 2011, and was re-elected in March 2015. He served as Mayor from 2013 to 2014.

Mayor Pro Tempore Francis has been supportive of the provisions of the City's General Plan, as well as the various code and ordinances that have been adopted locally. He has been committed to improving public safety programs, and encourages volunteerism in the community. He believes that the City's key responsibilities are protecting the community's rural environment, and providing important public services in a cost effective manner without compromising quality. 

A 39-year resident of La Habra Heights, Mayor Pro Tempore Francis holds a Bachelor's degree from California State University Long Beach in Vocational Education/Emergency Management. A Vietnam veteran, he retired from the Pasadena Fire Department as a Fire Captain after 24 years. He also served as both a Fire Chief and Assistant Chief during his 20 years of community service with the La Habra Heights Volunteer Fire Department. He has been a volunteer with the Fire Watch/Neighborhood Watch organization. 

Also continuing to serve on the City Council are Council Members Brian Bergman, Michael L. Higgins and Kyle Miller. Council Member Brian Bergman was originally elected to the City Council of the City of La Habra Heights in 2005. He was re-elected in 2009 and 2013. He served as Mayor in 2007, 2011, and 2014. 

Prior to being elected to the City Council, Council Member Bergman was Vice Chairman of the City's Planning Commission where he served as a member for four years. He balances home builders' and remodelers' goals with the rights of surrounding residents and the City. He was involved in preparing the City's General Plan. He strives to improve local ordinances that balance maintaining the community's rural character with the reality of rising home sizes. 

A 29-year resident, Council Member Bergman raised his family in the La Habra Heights community. He has been involved in a number of community activities including 4H. Council Member Bergman's professional experience includes serving as an Operating Manager of Aircraft Flight Maintenance for a major airline. His career included extensive experience in budgeting, conflict resolution, operations efficiency, and regulatory compliance. 

Michael L. Higgins was elected to the City Council of the City of La Habra Heights in 2013. He served as Mayor from 2015 to 2016. Council Member Higgins has been a resident of the community since 1989. An experienced businessman and corporate executive for many years, Council Member Higgins strives to bring a levelheaded approach to examining the range of issues facing the City Council. He believes that innovative and well-thought-out solutions are needed to the many challenging issues that need to be resolved. These issues include: Public Safety (Fire, Paramedic, and Sheriff); Financial Stability; CalPERS pensions; and road maintenance. 

Council Member Higgins is committed to finding ways to offset rising costs and ensure the City's ongoing financial stability. He is determined to protect the distinctive rural lifestyle that has long been enjoyed by residents in La Habra Heights. 

Kyle Miller currently serves as a Council Member for the City of La Habra Heights. He served as Mayor from February 2016 to January 2017. Prior to being elected to the City Council, Council Member Miller served was a member of the La Habra Heights Planning Commission. Council Member Miller is a Commercial Real Estate Broker serving the Southern California Region. Prior to his election, he founded and ran two successful equipment rental businesses serving the film and commercial industry for over 16 years.
